chore(release): bump version to 0.6.13

Ship the hot-path extraction speedups (#66): selector hoisting, shared
Open Graph parsing, QuickJS gating + parsed-document reuse, and HTTP
connection-pool tuning. Byte-identical extraction output (verified).
