Bump the workspace to 0.6.16 (aligns with @webclaw/mcp@0.6.16, which
expects a matching binary release) and roll the changelog: Atlas Cloud
opt-in provider, the --urls-file single-row fix (#86), and the
@webclaw/mcp zero-install launcher.
