Applies commit 02056c6 onto the backfill+consolidation base: - vector.rs: I8->F32 quantization (2 sites) for paraphrase-band recall lift. - sqlite.rs: RRF hybrid fusion + never-composed semantic-band gate, applied via 3-way patch that preserves all 18 retroactive-salience-backfill refs. - cross_reference.rs: Stage 5b claim-vs-memory contradiction (claim_conflicts). - cli.rs: recall + compose commands, 3-way merged alongside #99's backfill + cloud-sync CLI (both command sets coexist).
