feat(mcp): add VESTIGE_DASHBOARD_ENABLED with default false

Browse source 
- Dashboard now disabled by default to reduce memory footprint
- Enable with VESTIGE_DASHBOARD_ENABLED=true
- Update --help text to document new env var
