Add Trivy Docker image security scan workflow 
Scans the Docker image for CRITICAL and HIGH vulnerabilities using Trivy.
Blocks PRs on failures; runs non-blocking on main for visibility. Results
are uploaded to the GitHub Security tab via SARIF.
