Andrew Altshuler 9513b076d2 docs(cli): fix the --help capability legend (config removed, profile added) (#256) ... The `local` line of the `--help` "COMMANDS BY CAPABILITY" legend was stale: it still listed `config` (the `config migrate` group was removed with the omnigraph.yaml excision) and omitted `profile` (added by RFC-011 D8).
