aaltshuler bcef8444dd feat(cli): omnigraph cluster apply ... Terraform-style: apply executes directly (cluster plan is the preview, now annotated with apply dispositions). Human output prints per-change dispositions, convergence, and the catalog-only caveat; --json emits the full ApplyOutput. Exit is non-zero only on errors — deferred/blocked changes are warnings with converged: false as the automation signal.
