andrew	a1b00e2d06	Fix release.yml: move HOMEBREW_TAP_TOKEN guard into steps ... GitHub Actions rejects `secrets.*` in job-level `if:` conditions at runtime (job-level `if` is evaluated before secrets are available), causing the workflow to abort in 0s with "workflow file issue" on every trigger. Moving the guard into a step-level check that writes `HOMEBREW_TAP_SKIP` to GITHUB_ENV lets the rest of the steps conditionally no-op when the tap token isn't configured.
