docs: audit pass — drop pre-0.7.0 release notes; scrub RFC refs from user docs (#272)
* docs: audit pass — drop pre-0.7.0 release notes; scrub RFC refs from user docs

- Delete the pre-0.7.0 release-notes archive (v0.2.0 … v0.6.2); keep v0.7.0.
- Rewrite every inline "RFC-0NN" citation in docs/user/** into durable
  plain language (the behavior is the contract, not the planning doc):
  cli/index.md, cli/reference.md, clusters/index.md, operations/{maintenance,
  policy,server}.md. Updated the in-page "Scopes & profiles" anchor to match
  the de-RFC'd heading.

No sub-0.7.0 version caveats or stale Lance-version refs were present in
docs/user/**. Dev docs, AGENTS.md, and instruction files are out of scope for
this pass.

* docs: second alignment pass — drop residual pre-cluster-only framing

- cli/reference.md: rewrite the server-scope graph-resolution rule — an
  omnigraph-server is always cluster-backed, so GET /graphs always answers and
  --graph is required; the bare-URL path is only the fallback for an
  unavailable/non-omnigraph endpoint (was "a single-graph / flat server …
  uses its bare URL as before").
- embeddings.md: "Direct single-graph serving" → "Direct (--store) access"
  (there is no single-graph serving mode under cluster-only).
- clusters/{config,index}.md: drop the removed --target flag from the
  "--cluster cannot combine with …" clauses.

Verified: no Linear tickets, no RFC refs, no single-graph-as-current, no
--target-as-combinable in docs/user/**.

The Run state machine was removed in MR-771 (v0.4.0); `docs/dev/runs.md`
and `crates/omnigraph/tests/runs.rs` have since documented and tested the
direct-publish write path, so the "runs" name was misleading.

- git mv docs/dev/runs.md → docs/dev/writes.md (reframe H1 + intro;
  keep MR-771 history note)
- git mv crates/omnigraph/tests/runs.rs → tests/writes.rs (reframe header)
- repoint every runs.md / runs.rs reference across docs, AGENTS.md, and
  source comments
- fix four pre-existing broken `docs/runs.md` links (the file never lived
  at that path) to `docs/dev/writes.md`
- fix the stale v0.4.0 anchor to the live section

No behavior change: every source edit is a comment. Engine builds and the
renamed test passes 25/25; scripts/check-agents-md.sh passes.

The run-removal cleanup itself (run_registry.rs guard, __run__ prefix) is
deferred to MR-770.

MR-771: demote Run to direct-publish via expected_table_versions CAS
mutate_as and load now write directly to target tables and call the
publisher once at the end with per-table expected versions; the Run
state machine, _graph_runs.lance writers, __run__ staging branches,
and server /runs/* endpoints are removed. Multi-statement mutations
remain atomic at the manifest level via an in-memory MutationStaging
accumulator that gives read-your-writes within a query and a single
publish at the end. Concurrent-writer conflicts surface as
ExpectedVersionMismatch (HTTP 409 manifest_conflict) instead of the
old DivergentUpdate merge shape. Documents one known limitation in
docs/runs.md: a multi-statement mid-query failure where op-N writes
a Lance fragment and op-N+1 fails leaves Lance HEAD ahead of the
manifest until a follow-up introduces per-table Lance branches.
